Abstract
Mark Sendo’s founding monograph argues that the open-versus-closed model debate misses the structural crisis of delegated machine authority, and introduces the Intelligence Stewardship Framework, Intelligence Stewardship Levels (ISL 1–5), and Prohibited Authority Thresholds as an operational standard for keeping autonomous intelligence permanently subject to human custody.
